MOBILECARE – social dialogue as a tool to improve the conditions of functioning of intra-EU labour mobility in home-based care services

The event provided a platform for discussing the functioning of the EU Single Market for services, with a particular focus on labour mobility linked to cross-border service provision. It highlighted that such mobility is primarily driven by companies operating across countries, making it a key factor in economic integration and competitiveness.

A central theme was the balance between regulation and efficiency, examining how enforcement mechanisms—while essential for worker protection—can create administrative burdens that affect compliant businesses. In this context, the need to simplify procedures and improve consistency across Member States was emphasized.

The programme also showcased practical examples illustrating the sector’s evolution towards more specialized, regulated, and quality-driven services, as well as their role in supporting other areas of the economy. In addition, commonly held assumptions about intra-EU mobility were challenged by comparing them with data and legal realities.

Overall, the event highlighted both the challenges and opportunities within the services market, underlining the importance of moving towards a more efficient, balanced, and up-to-date framework.
